Carnow Conibear provided comprehensive construction and environmental oversight services for one of the largest renovation and mold abatement projects in a high school in the United States. St. Charles East High School (SCEHS) was closed in April 2001 by the Regional Superintendent of Schools due to concerns related to mold contamination in the school. The Regional Superintendent’s Office decided that an independent third-party oversight for the health, environmental, and construction services was necessary to correct the problem.
 
Carnow Conibear was retained to prepare remediation and construction specifications and bid packages for the project. The $16 million dollar renovation project was divided into twenty separate bid packages. A formal bid process including advertisements, walk thoughs, responding to questions, submission of addendums, receipt of sealed bids, review of submitted bids, and contractor recommendations took place for each bid. Contract awards for each of the renovation packages had a contract value ranging from $11,000 for a temporary heat contract to $4.6 million for the HVAC mechanical rebuild.
 
In addition to the design elements, Carnow Conibear monitored the overall project schedule on a contract and renovation phase basis. Carnow Conibear was also responsible for the construction quality control from an architectural standpoint and conducted daily site visits to verify compliance with project specifications.
